One month into his new job, Leavitt recommended allowing in the short term up to 7 times more mercury pollution than previously proposed. Parts of the new rules were lifted verbatim from coal-industry suggestions. I believe in markets before mandates, Leavitt said. Currently, 1 in 12 women of childbearing age has unsafe levels of toxic mercury in her body.
