Under Connaughton's leadership, the Council rewrote EPA press releases about Ground Zero air quality to add reassuring statements and delete cautionary ones, according to an EPA Inspector General report. We were told that a desire to reopen Wall Street and national security concerns were the reasons for changing the press releases, said the Inspector General.
