The new Ambassador to Iraq doesn't speak Arabic, but has proven adept at diplomatic finesse in difficult hot spots. Negroponte played a key role in the Iran-Contra scheme and, while Ambassador to Honduras in the 1980's, allegedly ignored human rights abuses by CIA-trained paramilitaries.
